Outrage as Mogadishu district commissioner calls for violence against government critics

Remarks by the district commissioner of Mogadishu’s Karaan district, Yusuf Adani, have drawn widespread condemnation after he urged residents to attack individuals critical of the Somali government.
Speaking at a public gathering on Sunday, Adani told residents to confront government opponents using any means available, including machetes and swords, accusing them of being linked to terrorist groups. He instructed the public to arrest such individuals and hand them over to the authorities.
“If someone opposes the government, attack them in their home, take up arms — you’re authorised,” Adani said. “They were sent by a terrorist. They must not live in Karaan. Arrest and beat them before handing them to the police.”
The remarks, recorded on video and widely shared on Somali social media, sparked public outrage. Many have accused the commissioner of inciting violence and abusing his position.
Adani further directed criticism at those expressing dissent online, particularly individuals questioning the voter registration process. He urged security agencies to detain them.
His comments have raised concern among civil society groups and political commentators, who warned that such rhetoric could fuel violence and threaten civil liberties.
Many Somalis online have called on federal authorities to launch an investigation and hold the commissioner accountable.
Adani previously served as the police commander of Yaqshid district and was affiliated with the opposition alliance ‘Badbaado Qaran’ during the 2021 standoff with former President Mohamed Abdullahi Farmaajo’s administration.
Somali security institutions have not yet responded to his remarks.
